Behovet av fördjupade kunskaper om artificiell intelligens (AI) är stort på arbetsmarknaden och i det övriga samhället. Regeringen gör därför en särskild satsning på högskoleutbildning inom AI, som ska stärka Sveriges kompetens och konkurrenskraft men också främja det livslånga lärandet. Sju lärosäten medverkar i initiativet AI Competence for Sweden: Chalmers tekniska högskola, Göteborgs universitet, Kungliga tekniska högskolan, Linköpings universitet, Lunds universitet, Umeå universitet och Örebro universitet. Fler lärosäten kan komma att ansluta till initiativet.

IRI’s co-workers are engaged in two projects recently funded by the Royal Institute of Technology’s (KTH)strategic research area ICT-The next generation, which also includes Stockholm University.

• DataLEASH: Leaming And SHaring under Privacy Constraints. The research objective is to develop and analyze data analysis tools with disclosure control based on provable guarantees, for learning and sharing in an adversarial setting, both in terms of theoretical results and application to concrete scenarios. Concretely, this means privacy risk assessment (metrics, methodology, legal constraints) and privacy-preserving learning (mechanisms, privacy-utility trade-off).

• EXTREME: Explainable and Ethical Machine Leaming for Knowledge Discovery from Medical Data Sources. This project involves the use of historical medical data and accompanying predictive models in order to predict illnesses in humans in advance and thereby allow for preventive medical actions, SU addressing the legal and ethical considerations.

SU’s Project leader and contact person at the Law department for DataLEASH is Cecilia Magnusson Sjöberg. SU’s Project leader and contact person at the Law department for EXTREME is Stanley Greenstein.

The projects will in a first phase run for one year and the Law department has for this purpose received SEK 1.410.000. Both projects may thereafter be prolonged in a second phase, which in addition to the first year will last four years. Prolongations are depending on reviews that will take place end of 2019.

The inaugural ReMeP 2019 – Research Meets Practice Legal Informatics Conference will take place in Vienna, Austria on 23-24 September 2019.

The conference will feature keynotes, panels, workshops and a presentation of a brand new book on FinTech. On the first day, for example, there will be three interesting keynote speeches delivered by renowned experts in the areas of computers and the law: Professor em. Robert Kowalski, Imperial College London and Professor Florian Matthes, Technical University of Munich.

Day 2 is set aside for workshops. Researchers will present their informatics projects in four blocks of concurrent sessions. Afterwards they will be available to answer questions and discuss ideas.

Endagarskonferensen Autonomy in Digital Society (Autonomi i det digitala samhället) kommer att hållas på Stockholm universitet den 7 november 2019. Huvudtalare är medieteoretikern Richard Grusin, professor i engelska vid universitetet i Wisconsin-Milwaukee, och filosofen Peter-Paul Verbeek, professor i teknikfilosofi vid universitetet i Twente.

Konferensen behandlar frågor om autonomi i det digitala samhället. När fler och fler aspekter av det vardagliga livet beror av och sköts via digitala tjänster, kanaler och hjälpmedel, vilka blir konsekvenserna för individens sociala, kulturella, politiska och juridiska integritet? Kan vi kontrollera den digitala informationsinfrastrukturen som genomsyrar vår vardag? The extensive legal literature on surveillance either bemoans the death of privacy in our irrevocably digitalized world, or concentrates on issues of jurisdiction to the detriment of its material scope. This happens against a background of the growing sociologically framed surveillance studies, which tend to declare human rights to be an improper and useless organizing concept in the struggle for privacy. The recent judgements of the ECHR Chambers on the Big Brother Watch and Others v. UK and Centrum för Rättvisa v. Sweden cases, where this court has acknowledged that mass surveillance per se does not violate the Convention on the Protection of Human Rights and Fundamental Freedoms, seem to support these pessimistic views. In her talk Vera Rusinova is going to discuss whether there are any internal and external resources of the International human rights regime, which still would be able to alter the situation.

Vera Rusinova is currently Professor of International Law at the National Research University Higher School of Economics in Moscow. She received a Doctor of legal sciences (Dr. hab.) degree in Moscow and holds a Master degree from the University of Göttingen. She is a Co-Chair of the International Law Association’s Committee on Use of Force: Military Assistance on Request, a Member of the European Society of International Law, and a Member of the Advisory Council of the Institute for International Peace and Security Law (University of Cologne, Germany). She is also member of the Editorial Groups of ‘International Justice’ and the ‘Journal of International Humanitarian Legal Studies’. She is currently conducting a study entitled ‘Application of  International Law to Cyber Operations: from lex lata to lex ferenda’.

The overwhelming majority of the publically known computer network attacks, which are presumed to be attributable to foreign states, do not fall under the legal notion of ‘use of force’. In her talk Vera Rusinova is going to tackle the question of whether and to what extent the principle of non-interference in matters within the domestic jurisdiction, being one of the basic principles of International Law, is applicable and able to effectively deter these ‘low-intensity cyber-operations’. By revisiting the General Assembly resolutions, judgments of the International Court of Justice and analysing recent examples of computer network attacks, she is trying to clarify a regulatory impact of this principle in the realm of cyber-operations.

From Gutenberg to the Internet: Free Speech, Advancing Technology and the Implications for Democracy

Professor Russell Weaver, Professor of Law & Distinguished University Scholar University of Louisville, Louis D. Brandeis School of Law is a renowned expert on Privacy and Freedom of Speech, will present his book From Gutenberg to the Internet: Free Speech, Advancing Technology and the Implications for Democracy.

The history of free expression is inextricably intertwined with advances in speech technology. However, until recently, most forms of communication were limited and controlled by so-called “gatekeepers” who had the power to limit or control the ability of ordinary individuals to communicate with each other. With the advent of the Internet and new forms of technology (e.g., personal computers, iPhones, etc.), people have much greater capacity to communicate with each other. Although both governments and private entities have attempted to control discourse over the Internet, new technologies have enabled ordinary individuals to more easily communicate with each other and to participate in the political process. As a result, the Internet is reshaping political debate and political action all over the world. However, this increased ability to communicate comes with potential downsides: “fake news” and the ability for outsiders to attempt to unduly influence foreign elections.

The seminar will be held in English. Refreshments will be served after the seminar.

KTH Live-In Lab har beviljats medel för forskning om konsekvenserna av GDPR för etikprövning av forskning om smarta hus. Projektet är en fortsättning på en tidigare beviljad ansökan som hade fokus på en generell beskrivning av den nya problematik som uppstår i samband med smarta hus, insamling av användardata och GDPR:s införande. Med i projektet är bl.a. professor Sven-Ove Hansson, expert på etikprövning; professor Peter Wahlgren, en av Sveriges främsta experter på rättsinformatik; samt professor Cecilia Magnusson Sjöberg, som lett många av de utredningar som föreslår reglering av forskning utifrån GDPR.

AI Innovation of Sweden was opened today at Lindholmen Science Park, together with more than 40 partners that have been confirmed to date. The Minister for Energy and Digitalisation, Anders Ygeman, was there to open the national centre, which will use cooperation and co-location to accelerate innovation and research in practical applied Artificial Intelligence – AI.
