As previously announced IRI is a partner in the new Marie Sklodowska Curie Innovative Training Network, visuAAL. The aim of visuAAL is to bridge the knowledge gap between users’ requirements and the appropriate and secure use of video-based AAL technologies to deliver effective and supportive care to older adults managing their health and wellbeing. visuAAL will seek to increase awareness and understanding of the context-specific ethical, legal, privacy and societal issues necessary to implement visual systems across hospital, home and community settings, in a manner that protects and reassures users; outputs will stimulate the development of a new research perspective for constructively addressing privacy-aware video-based working solutions for assisted living.

This aim will be achieved by providing a transdisciplinary and cross-sectoral combination of training, non-academic placements, courses and workshops on scientific and complementary skills. This holistic training will be facilitated by a multidisciplinary consortium.

The project will start on 1st September and 15 PhD positions will be advertised soon after. Recruitment will be completed by late 2020 or early 2021.

Totalförsvarets forskningsinstitut (FOI) har publicerat en ny rapport om den pågående digitaliseringen inom offentlig sektor. Rapporten utforskar digitaliseringens problem och sårbarheter snarare än dess möjligheter. Några exempel som tas upp är ökat beroende av digital infrastruktur, bristande samordning och riskhantering och en större exponering av skyddsvärda tillgångar. Med utgångspunkt i digitaliseringens komplexitet och några av de förändringsparadigm som digitaliseringen medför sammanfattas de huvudsakliga problem som Sverige måste hantera för att möjliggöra en ändamålsenlig digitalisering inom offentlig förvaltning. De flesta av dessa problemområden är inte tekniska i sin natur utan handlar om utmaningar på samhällsnivå, såsom samordning av infrastruktur, kompetensförsörjning och hur transparensen kan upprätthållas i automatiserade beslut.

WIPO is seeking to develop, through an open process, a list of issues concerning the impact of artificial intelligence (Al) on intellectual property (IP) policy that might form the basis of future structured discussions.

Member states and all other interested parties are invited to provide comments and suggestions on the draft issues paper. Comments are welcome on any aspect of the IP system that is impacted by AI.

The annual KDD conference is an interdisciplinary conference bringing together researchers and practitioners from data science, data mining, knowledge discovery, large-scale data analytics, and big data. This year’s conference will take place on August 22-27, 2020, at the San Diego Convention Center in San Diego, California.

IRI is pleased to announce the participation in a new EU-project called VisuAAL – Privacy-Aware and Acceptable Video-Based Technologies and Services for Active and Assisted Living. The project, funded by Horizon2020, has a total budget of € 3,973,703, out of which IRI will recieve € 845,949 during a period of four years.

The aim of VisuAAL is to bridge the knowledge gap between users’ requirements and the appropriate and secure use of video-based AAL technologies to deliver effective and supportive care to older adults managing their health and wellbeing. VisuAAL will seek to increase awareness and understanding of the context-specific ethical, legal, privacy and societal issues necessary to implement visual systems across hospital, home and community settings, in a manner that protects and reassures users; outputs will stimulate the development of a new research perspective for constructively addressing privacyaware video-based working solutions for assisted living. Användning av personbundna data i forskning och utveckling kritiseras allt oftare i den offentliga debatten. Utvecklingen av svensk välfärd är dock beroende av att vi kan dela sådana data, med bibehållen integritet. Med anledning av professor Peter Wahlgrens tillträde till
Torsten och Ragnar Söderbergs professur i rättsvetenskap har Juridiska fakulteten vid Stockholms universitet äran att bjuda in till installationsföreläsning med titeln Från Lex Scripta till Lag 4.0.

Den tidigare innehavaren av professuren, Antonina Bakardjieva Engelbrekt, inleder med att presentera sin forskning. Installationsföreläsningen åtföljs av servering av lättare förtäring och dryck.

Tillsammans med addAI har Novus gjort en undersökning om AI ur några olika samhällsperspektiv. Rapporten bör ses som ett första steg för att kunna gräva djupare i frågor kring AI och samhällsutvecklingen.

IRI:s medarbetare professor Cecilia Magnusson Sjöberg har medverkat i undersökningen som handlar om den svenska allmänhetens syn på en framtid där AI slagit igenom på bred front. Om man t.ex. tror att framtiden kommer vara mer eller mindre demokratisk, om ens personliga data kommer bli mer eller mindre värd och om de stora teknikbolagens inflytande kommer vara större eller mindre. Vi har också undersökt frågor om inställningen till offentlighetsprincipen och AI i offentlig sektor, personlig integritet och vilken aktör man har störst förtroende för när det gäller att skydda ens personliga data.

Syftet med undersökningen har varit att bredda samhällsdebatten om AI genom att inkludera den svenska allmänhetens attityder i frågor av detta slag.

Professor Peter Wahlgren har tilldelats Torsten och Ragnar Söderbergs professur i rättsvetenskap för perioden 2019-2023. Professuren kommer att ägnas åt ett forskningsprojekt om lagstiftningsteknik i en digital miljö som präglas av en allt mer omfattande tillämpning av artificiell intelligens (AI).

Tillämpningen av nya teknologier som AI, systemtänkande och olika former av it-lösningar kan komma att få dramatiska konsekvenser för lagstiftningsteknik och lagstiftningsprocesser. De nya teknologierna kan användas på områden som hittills har varit rättsligt reglerade. Rättslig reglering kan i flera fall ersättas av programvara vilket gör rättslig reglering irrelevant eller onödig samtidigt som den kan bidra till effektivare reglering.

Bruket av AI och robotiserade system väcker frågor kring hur teknologi kan komma att ersätta demokratiskt framtagna lagar samt vilka normativa, rättsstatliga och demokratiska konsekvenser detta kan få. Finns det en risk för att demokrati ersätts av teknokrati? Exempelvis kan det uppstå problem kring kraven på offentlighet och insyn i lagstiftningsprocessen och rättstillämpningen. Vidare väcker projektet frågor kring gränsen mellan lagstiftning och it-teknologi samt hur man kan förhindra missbruk och manipulation när nya teknologier tillämpas på områden som traditionellt har varit rättsligt reglerade. Projektet kommer också att analysera förändringar i lagstiftningsprocessen mot bakgrund av rättens internationalisering samt kraven på förenkling och effektivisering. Ett av projektets syften är att utifrån ovannämnda problemställningar analysera hur regleringsmodeller kan utformas och utvärderas.

Peter Wahlgren kommer att samarbeta med och delta i andra utvecklingsprojekt knutna till studier av sambandet mellan AI och rättsinformatik, exempelvis självkörande bilar, e-hälsa och smarta hus.

Arbetet kommer att dokumenteras löpande i artikelform och avslutas med en monografi.

En installationsföreläsning kommer att hållas senare i höst.

Om Torsten och Ragnar Söderbergs professur
Professuren instiftades år 2006 då Torsten och Ragnar Söderbergs stiftelser donerade 25 miljoner kronor till Juridiska fakulteten vid Stockholms universitet. Donationen ska användas till att finansiera en cirkulerande forskningsprofessur i rättsvetenskap som kan innehas av professorer vid fakulteten för en period av högst fyra år i taget. Innehavaren ska under denna period normalt ägna all sin tid åt forskning och är därmed befriad från sin undervisningsskyldighet.

The Nordic Conference on Legal Informatics 2019 will take place on November 12-14, 2019, at the University of Lapland, Rovaniemi, Finland. Three focus areas have been announced: Digital Rights, Digital Lawyers and Digital Courts.

The Conference is organized by The Institute for Law and Informatics, Law, Technology and Design Thinking Research Group and Procedures & Processes Research Group at the University of Lapland, Faculty of Law.

The international CDPC symposium “Digital State: Digitalisation of Public Administration and Public Administration of Digital Technologies” will take place on the 23rd and 24th of April 2020, at Université Panthéon-Assas, in Paris, France. WeRobot is the premiere international conference on law and policy relating to Robotics. The conference began at Miami Law in 2012, and it returns to Miami roughly every second year, generally alternating between east and west coasts. Recent successful bids for the conference include Yale and Stanford University.

WeRobot 2020 welcomes diverse contributions from academics, practitioners, and other thinkers. WeRobot fosters inclusive conversations between people conceptualizing, designing, building, and deploying robots, and those designing or influencing our sociotechnical reality.

On April 2-4, 2020, the east coast edition will head north to Canada, and will be hosted by the Centre for Law, Technology and Society at the University of Ottawa.

Det är i år 30 år sedan stiftelsens förordnande signerades och Stiftelsen för rättsinformation skapades ”för att i rättsäkerhetens intresse främja att allsidig information om svenska rättskällor och anknutet juridiskt material (rättsinformation) blir tillgänglig på ADB-medium och användbar för allmänheten”. Då som nu verkar stiftelsen och dess medlemsorganisationer i denna anda och i samband med årets konferens med efterföljande jubileumsmingel uppmärksamma och firar vi 30 år som aktiv aktör i att sprida rättsinformation.

Konferensens program kommer att ta avstamp i rättsinformationen och rättskällornas historia, den nya tekniken och digitaliseringens inverkan och användning på densamma. ACM FAT* is an interdisciplinary conference dedicated to bringing together a diverse community of scholars from computer science, law, social sciences, and humanities to investigate and tackle issues in this emerging area. Research challenges are not limited to technological solutions regarding potential bias, but include the question of whether decisions should be outsourced to data- and code-driven computing systems. The conference particularly seek to evaluate technical solutions with respect to existing problems, reflecting upon their benefits and risks; to address pivotal questions about economic incentive structures, perverse implications, distribution of power, and redistribution of welfare; and to ground research on fairness, accountability, and transparency in existing legal requirements.

The biennial European Conference on Artificial Intelligence (ECAI) is Europe’s premier venue for presenting scientific results in AI. Under the general theme “Paving the way towards Human–Centric AI”, the 24th edition of ECAI will be held in Santiago de Compostela, a UNESCO’s World Heritage City which is the destination of unique Routes that cross all Europe since the Middle Ages. The conference dates are 10-12 June 2020, with the tutorials, workshops and other events taking place on 8-9 June, 2020.
